DC DHS Director Clarence Carter Takes AZ Job

Governor appoints new director for Arizona DES

Associated Press – February 9, 2011 4:04 PM ET

PHOENIX (AP) – A veteran administrator for state and federal governments is Gov. Jan Brewer’s choice to head Arizona’s social services agency.

Clarence H. Carter replaces Neal Young as director of the Department of Economic Security. Young is returning to work with the city of Phoenix after serving as DES director since 2009.

Carter’s work history includes directing the District of Columbia’s Department of Human Services and serving as chief executive officer of the federal food stamp program. He also has worked as Virginia’s social services commissioner.

DES’ functions include child protection and administering the food stamp and unemployment programs.

Carter’s appointment is subject to Senate confirmation.
